Update Jingle User Location call binding

This PR updates inbox/jingle-geoloc.xml to version 0.0.2 and narrows the proposal after Council feedback.

The revised direction is a call-scoped Jingle binding for XEP-0080:

• it does not replace XEP-0080;
• it treats XEP-0080 as the location payload;
• it defines the missing call/session binding for a Jingle sid and content;
• it explains why XEP-0080 over PEP/PubSub alone is not enough for call-scoped 112/911-readiness;
• it adds fallback, gateway, stop-sharing and privacy wording;
• it avoids claiming to be an emergency-service protocol by itself.

Validation:

• git diff --check
• WSL build succeeded: make build/inbox/jingle-geoloc.html

Note: the local Windows checkout path contains a space, so the XEP Makefile was run from a temporary WSL copy without spaces in the path, with the inbox symlinks restored for the build environment.
