ctx 1.3.0 adds configurable external semantic embedding executors and makes
foreground imports finish only after enabled semantic indexing reaches the
imported generation. It also tightens cross-platform daemon ownership, source
access, and release checks.

  certificate verification while continuing to reject unexpected PE imports.
• Managed Windows installs resolve their lifecycle root from the user profile
  without requiring unrelated roaming or local app-data folders.
