Make homepage use cases collapsible

What changed

• Rendered each homepage Use Cases item as the same native disclosure row used by What’s inside.
• Added the matching chevron and open-state rotation behavior through the existing shared classes.
• Removed the obsolete always-open Use Cases list rule.

Why

This gives Use Cases the same compact, scannable interaction and visual treatment as What’s inside.

Verification

• git diff --check
• Homepage returned HTTP 200 in Next.js development mode.
• Confirmed 11 disclosure rows total, all initially collapsed, with all four Use Cases present and no Next.js error markers.
• npm run lint is currently unavailable because the repository does not include ESLint or an ESLint configuration.
• npx tsc --noEmit reaches this component cleanly but reports existing unrelated errors elsewhere in the repository.
