Re-enable upstream VolumeGroupSnapshotClass creation that was disabled while the API was in beta. The VolumeGroupSnapshot API graduated to GA (v1) in Kubernetes v1.36. Signed-off-by: ShravaniVangur <shravanivangur@gmail.com>
