can you try to delete your pnpm-locl.yaml + node_modules folder + pnpm install ?
Second: Do you have a package manager version inside your package.json, like: packages field missing or empty

1. delete pnpm-lock.yaml
2. delete node_modules dir
3. pnpm install
4. ./node_modules/.bin/nuxt upgrade
5. choose dedupe when upgrading
6. fail with same error message

There is no package manager version specified in package.json

Had the same issue since Nuxt 4.4.2.
I was using pnpm 10.12.4. After upgrading pnpm to 11.0.8 I can now do pnpx nuxt upgrade --dedupe without issues.
Maybe upgrading pnpm also helps in your situation as you are also on the 10.x version of pnpm?

Or maybe it was just a result of me having to reinstall node modules completely since moving from v10 to v11 of pnpm Store.
