Adds the v3.0.45 changelog entry for the #802 VDB storage-root fix (#815), now on main.
Framed for submitters: the bug (VDB runs failed §5.4.1 because
storage_rootwas not in run metadata) and its impact — measured scores (QPS/latency/recall) are unaffected, so no rerun is needed; existing v3.0.42 VDB submissions now validate.Follows the version bump in #816, mirroring how prior changelog PRs (#799, #811) followed their bumps. Documentation only — no code change.
