Moved the Distro Infra Container README content into docs/docs/lab_distro/, so it appears on the FBOSS documentation website alongside other Lab Distro pages. The original README now contains a pointer to the new location to avoid content duplication.
This makes the Distro Infra Container documentation easier to find and reference from a single centralized location.
