We should exclude everything in here that is part of the API diff between .NET 11 Preview 6 and .NET 11 Preview 7 (#10482).
Once that PR merges, I expect this PR will get updated or replaced to become a diff between .NET 11 Preview 7 and .NET 11 RC 1.
