This is a change to the base function of the game. Not sure if we should do that in CleanSlate. This could be something we do in Plus, however. @Whizzer what do you think?

Very likely a oversight. Currently both paths are boosted by ambitious.
Lacking content is either one of the requirements or significant boost to start your journey in HL.100, content boosting the decision to end it and settle down would make more sense than ambitious. Later into the event chain in adv.010, deciding to buy the land and settling (without even haggling) is also boosted by content. The second factor is debateable, could see
temperate, patient orpractical_age >= 50(to match adv.010)
