cache.withExecutionContext(ctx)— refreshes ridectx.waitUntil, and reads without a bound context fail safe to plain (no-SWR) L1 gets.Updates the LAB-595 footnote's 'SWR forced off' clause to the phase-2 behaviour. Merge after cachekit-ts#80.
