Add the native Hermes buzz-backend-hermes provider and route managed Hermes identities through BackendKind::Provider instead of local ACP. Preserve remote launchd/systemd lifecycle ownership, secure profile checks, rollback/cleanup behavior, and provider-owned persona identity records. Prevent inbound persona reconciliation from creating keyless ACP shadows for provider-owned identities.
