Is the reverse configuration supported, where the filter happens after the project?
Maybe it happens as a composition of two rules?

Yes, it is supported via a composition of rules.
FILTER_PROJECT_TRANSPOSE first rewrites Filter -> Project -> Scan to Project -> Filter -> Scan. That then allows CsvProjectFilterTableScanRule to match and push the filter and projection into the scan.
