wire-sysio #519 removed the parameter from chain_config; drop it from the clio get consensus-parameters example and the ChainApiCS schema and example.

base_per_transaction_net_usagefromchain_config(regenesis, chain_id087244f6...). Drops the parameter from theclio get consensus-parametersexample and from theChainApiCS.yamlschema and example so the documented response shape matches what the chain now returns.
