[Bug] Annotation tools missing in Basic Viewer mode after opening a study in US Pleura B-line Annotations mode

Describe the Bug

Markup annotation tools in the top toolbar are dropped in the basic viewer mode after launching the 'US Pleura B-line Annotations` mode for a study.

Steps to Reproduce

1. Open a study in the 'US Pleura B-line Annotations' mode.
2. Return to the worklist.
3. Open the same study in 'Basic Viewer' mode.

The current behavior

The markup annotation tools are not present in the 'Basic Viewer' mode.

The expected behavior

The markup annotation tools are present in the 'Basic Viewer' mode.

Note that opening a different study in 'Basic Viewer' mode does show the annotation tools.
