Add instructions for using vscode.dev

Description

VScode.dev is a light-weight vscode environment that allows editing files and committing to github in the same way a codespace does. It doesn't have an execution environment, so can't run the tests or display a full site preview, but you can open a branch in a codespace after authoring a new branch to complete this testing.
