…ease-republish epub-codec and wpd-codec were missing from both issue templates' package pickers, and epub-codec/document-compute.js/wpd-codec were missing from release-republish.json's GitHub Packages mirror map. Also pre-registers doc-codec, ppt-codec, and rtf-codec, whose PRs are in flight and don't yet touch these files themselves, following the precedent xls-codec's own PR set by updating them directly.

`epub-codec` and `wpd-codec` were missing from both issue templates' package pickers, and `epub-codec`/`document-compute.js`/`wpd-codec` were missing from `release-republish.json`'s GitHub Packages mirror map — pre-existing gaps, noticed while reviewing the new legacy-format codec PRs.
Also pre-registers `doc-codec`, `ppt-codec`, and `rtf-codec` (their own PRs are in flight and don't touch these files themselves), following the precedent `xls-codec`'s own PR set by updating them directly.
