Adds week 9 part 2, results from the Julia backend and matched Julia/Python benchmarks.
Includes the test setup, measured results, observations, and limitations. Attaching raw run logs for reference.

On this machine, Mmap and ZMQ handled about 7.47x and 18.05x the File backend rate. Julia/Python File round-trip rates were close.

Good evening @pradeeban, ptal when get chance. Ran three alternating Julia/Python runs on the same machine. The report uses the median results, also raw logs are attached for reference :D

For the Julia docs, can I add Documenter.jl under the main repo? Just wanted to confirm.
