Create a check playbook (report.yml) to check health of various things

We should be able to run this playbook (report.yml) and get a brief report of the current status of the node. In particular we need to know if there are further manual steps required.

Suggestions for things to test for:

• Existence of EFS mount points
• Existence of Borg Backup directory (/srv/backup)
• Existence of Borg Backup target dir bayonet:/srv/backup/borg-bayonet.plug.org.au
• Correct ownership of Borg Backup target dir bayonet:/srv/backup/
• LDAP populated
• Let's Encrypt certificate in place and working? Under correct name? (bayonet or plug.org.au)
