more Dataverse features not yet covered in Dataverse.jl

Maybe:

• creation of a dataset in Dataverse, add / push a file to dataset online
• add GitHub action + demo, docs, test for this
• use HTTP.jl (?) to allow direct API access

Need upload function in the context of JuliaEO, ECCO, or MITgcm for example.

This should probably include a enable doubleZip keyword argument. See IQSS/dataverse#9298 and previous issues there.

In the past I've always encouraged client library authors to test against https://demo.dataverse.org but we now have containers to play with!

It's early days but we are discussing them here: https://dataverse.zulipchat.com/#narrow/stream/377090-python/topic/containers.20for.20API.20testing . @gaelforget and others, you are very welcome to join the discussion, of course!
